UPDATE: SOLUTION IS TO ENABLE INPUT FORMAT "FULL HTML" TO USERS WHO NEED TO UPDATE PAGES WRITTEN IN FULL HTML. This page was written in "Full HTML" because the Paypal shopping cart requires full html.
