to a submission I made to the Christchurch City Council and to Environment Canterbury's Regional Land Transport Plan (2008) in which I request action on specific points, namely: that Council staff themselves,in accordance with their RLTS, take up leadership roles by modelling behaviour,i.e. by purchasing fleets of 'European style' urban appropriate utility bicycles to showcase these technologies and to advocate to Central Governernment for the relaxation or rescindment of the helmet law and the law which prohibits ('slow' cycling) on the existing network of segregated pathways (i.e. those currently designated as 'footpaths').
