Can anyone help Cycle Aware Waiheke fight ?the local board's decision?

Since we have, over the past 3-4 years tried just about every advocacy trick in the book, we are now looking at other options such as a judicial review.
We have had, large events, public meetings, overwhelming positive submissons, winning a council run referendum, support for a trial closure from the last board, a great trial and an offer of NZ cycleway extension status partly because of it. All great stuff, but nothing prevented this most recent bolt out of the blue and the board acting so rashly.
Tony and I and a few others now believe that, AT and the local board have, in ingoring this work, made themselves highly vulnerable to critical anaylsis in a formal review.
Have you had any experience of a CAN local group doing this and do you have any contacts we could talk to? Would CAN be willing to look at the evidence and consider taking it forward on our behalf, if we do all of the spade work? We are talking to a couple of lawyers to provide pro bono advice and representation.

I have also attached our submission (below) which we presented to the local boards public forum prior to their vote when we highlighted significant deficiencies in the report.
