KCI would like to rate the relative safety of the local council urban & suburban road network particularly from the perspective of everyday cyclists with the idea of prioritising future planned roading upgrade work. Question;- Is there a recognised safety rating system or process to follow?

That's a big question that you are asking there, John. http://www.landtransport.govt.nz/road-user-safety/walking-and-cycling/ is a useful link - lots to read up on. I'm sure you'll find some interesting things. The non-motorised user audit could be of particular interest.

I am not aware of any in use.

Safety also needs to be considered with respect to other users - even those who shouldn't, technically, be using them.

I am aware that recumbents have needs are not necessarily being considered at present - especially line of sight through corners.
