In general I am not convinced this is a great idea as it tends to feed the (mistaken) belief among non-bikers that cycling is dangerous.
However, we make an exception where there's a high profile incident or 2 e.g. 19 June last year.
Perhaps we should ride on the anniversary? What do others think?
I'd prefer we send the message that cycling is quick, convenient, fun and safe; and that we need to invest in infrastructure, training, education, and enforcement.

I agree with Patrick on this. A June 19 ride would perhaps raise awareness of a specific local problem --- the Petone to Wellington gap --- and highlight what has (not) been done to improve matters over the last year. Whereas a more general "Ride of Silence" would not seem to encourage more people on to bikes and I'd question whether a non-specific, RoS ride would do much to raise driver awareness either.
