Recently encountered 2 middle-aged female cyclists on the dual carriage-way portion of Memorial Ave in Christchurch. They were riding 2 abreast past a long line of parked vehicles. Unable to pass or move into the right hand lane, I was forced to slow from 60 km/h to 20 km/h for approx. 100 metres. When I spoke to these women further up the road, they were blissfully unaware of the requirement that when passing parked vehicles they MUST ride single file. It begs the question, why do we allow cyclists on New Zealand's regulated roads without any requirement to learn any of the rules relevant to bicycle usage?
