The Treasurer occupies a crucial role in CAN. The Treasurer is directly elected by members at the AGM and is a member of the Committee (formerly known as the Executive). The Accounting function is now included in the Financial Administrator's role in CAN, however there may be opportunities for some of the administrative work (e.g. receive/process expenses/payments) to be undertaken by CAN staff or other volunteers.
The contents of the role description for CAN Committee members are relevant to the Treasurer. The following additional information applies:
Role:
- Oversee CAN's finances
- Monitor all outside consultant and sub-consultant contracts and payments
- Ensure that funders (NZTA, DIA etc.) are invoiced correctly as per contract
- Produce budgets in collaboration with the committee
- Handleemployment contracts appropriately and ensure staff are informed of changes
- Ensure accounts are prepared for auditing
- Ensure compliance requirements to IRD are met
- Ensure Charities Commission requirements are met
Duties:
- Work with the Financial Administrator to ensure processes for making payments are followed (see separate documents)
- Record Project Manager leave entitlements and balance
- File all documents in a logical fashion in collaboration with the Financial Administrator
- Work with Committee and/or Staff to produce budgets
- Ensure up-to-date financial reports for Committee meetings (see Committee meeting policy for timing) and manage issues requiring decisions
- Ensure accounts are prepared for auditing and liaise with auditor
- Ensure audited accounts are available in advance of AGMs
- Compliance: ensure accurate IRD returns (GST, PAYE, KIWISAVER etc.) are filed and paid on time
- Manage term investments
- Act as signatory on official documents as required
Desired qualities/experience:
- Numerate
- Well organised
- Has internet access
- Familiarity with spreadsheets (Excel) and Xero/similar an advantage
Accountabilities:
- As for Committee members
- IRD (for accurate and timely returns)
- Charities Commission for annual returns
Support/working relationships:
- Committee
- Financial Administrator
- CAN staff
- Some training will be made available (e.g. use of software) as appropriate
Time commitment:
- Varies during the year, but averages 8-10 hours per week
Rewards:
- In addition to those rewards available to Committee members, the Treasurer is entitled to claim an honorarium of $500 per year.
